This is page 7 from Rainbow in the Dark #6 which releases today! [link]
The page is the reverse of what happened in the end of issue #3 as the city reverts back into the gloom. My only regret with this is that I wish the effect in panel 2 would have come out more noticeable...but I just couldn't seem to make that wall of energy work like I wanted - so I just did the glow thing instead.

It suddenly drains all color from the objects but not people. That´s strange. But I guess it will explain when I read the whole thing
